What is LCEA?
The Lane County Education Association (LCEA) is the bargaining unit of the Lane Education Service District (ESD) and a local affiliate of the Oregon Education Association (OEA) and National Education Association (NEA).
LCEA is a rare species of labor union that could not be formed today. Under current state law, licensed professionals and education support professionals (AKA "classified employees") must form separate unions and therefore bargain for discrete contracts and benefits. Instead, LCEA is a "wall-to-wall" unit representing both types of positions. This sometimes presents unique challenges but ultimately means greater unity and bargaining power.

"Cut Day" Voting Results
We want to thank everyone who voted on the proposal to cut up to two days of the ESD payroll and to match local district calendars for the 2008-2009 school year. We appreciate each and every person who voted on this difficult issue and respect the choices you made.
200 members voted on this issue. This was 74% of membership.
80% (160) of those 200 members voted yes on the ballot; 18.5% (37) voted no and 3 ballots were unmarked.
Paper ballots are on their way
The ballots to vote on the "cut days" proposal are on their way to you by courier or Main Campus distribution. Please have your ballots in by April 24th.
Voting process going to paper ballots
To make the vote on the "cut days" as transparent as possible we have decided to use paper ballots instead of the electronic voting system. The May election of officers and representatives will continue to use the electronic method, however.
Paper ballots will go out as soon as the agreement language is finalized. Our goal was to have things ready for a vote by April 1st, but we aren't quite there yet. When the ballots go out we'll let you know so you can keep an eye out for them.

Board Meetings
The LCEA Executive Board meets on the second Monday of each month. If you have an issue or concern you would like the Board to discuss, please contact any of the Board members located on the Contact page.
All-Staff Inservice 2008
Continuing the "Good to Great" work from the last inservice sessions, over 300 Lane ESD employees looked at the alignments and misalignments information gathered last winter. Staff also discussed what makes effective communication and spent time considering the value and power of appreciation.
LCEA also recognized two outstanding employees and Association members. Bambi Estep was recognized as the LCEA Classified Employee of the Year and Steve Traylor was recognized as the LCEA Member of the Year. Expect to see more information about these outstanding people in the next LCEA newsletter.


The LCEA General Meeting at day's end focused primarily on the recent switch to the Oregon Educators Benefit Board (OEBB) for health insurance. President Brad Passenger answered questions and addressed concerns around the increase in rates for some members. OEA Uniserv consultant James Sundell was also in attendance and encouraged members to contribute to OEA-PIE, the OEA's political action committee that works to elect pro-education candidates in the state. Contributions up to $50 for single and $100 for joint filers can be taken as a tax credit on employees' Oregon state tax returns, making it essentially a loan to OEA-PIE for the important work it does.

The next inservice is scheduled for January 29, 2009.

We have a contract!
Thanks to all of the LCEA members who voted on the new contract. On June 9, 2008 at 5:30PM the Executive Board was notified that we have reached a quorum with an overwhelming majority of "Yes" votes.
The contract in its entirety is available for download in the Documents section. Members will also find a useful guide for determining their placement on the new salary schedules, titled "Where Am I on the Salary Schedule?"

New logo, new look
With the creation of a new Association logo (thanks to graphic artist Jeff Prechtel), it seemed appropriate to redesign the website to follow suit. Proposed Bylaws Revisions
Members are encouraged to review proposed revisions to the LCEA Bylaws. The document will be available for review for 30 days, after which the revisions will be adopted.
RA RA RA
A lot of acronyms get thrown around in the association but perhaps none more than "R.A.," which stands for "representative assembly." In the association there are two levels of R.A. - state and national - and both exist to set the goals and direction of the organization for the coming year. As a local affiliate of OEA and NEA, LCEA has the opportunity to send delegates to both assemblies to represent our interests. The state R.A. will take place April 18th and 19th in Portland; the national R.A. is scheduled for July 1st to 6th in Washington, D.C. Negotiations Update
Session One of negotiations between LCEA and Lane ESD is scheduled for February 20, 2008 at Lane ESD from 3-9PM. The session is open to the public and members are encouraged to attend all or part of it. Once again we will be using a collaborative bargaining model, a method which we used for the 2002-2005 contract. Those unfamiliar with collaborative bargaining or the negotiations process in general should find Session One informational if not educational!

Annual inservice engages, inspires staff
This year's all-staff inservice centered around a facilitated discussion, lead by Superintendent Debbie Egan, on Lane ESD's purpose, goals and values. The activity grew out of the ESD's "Good to Great" or "Array" Committee, a group composed of ESD management and LCEA members who are looking to guide the ESD towards greater organizational excellence. Over the course of the discussion it was clear how much ESD employees care about their work and the agency's role and leadership in public education. It was also apparent that staff appreciated and were excited about being involved in the discussion. Here's to ongoing dialogue and the continued solicitation of staff input!
Inservice was also a time to recognize LCEA members with the association's annual awards. Danette Bialous and Verna McLaughlin were recognized as LCEA Classified Employees of the Year and Brad Passenger was recognized as LCEA Member of the Year. Superintendent Debbie Egan, LCEA Member of the Year Brad Passenger and LCEA President Gail Galbreath-SheredyThe LCEA general meeting held at day's end featured presentations from OEA Uniserv Consultant James Sundell, LCEA Vice-President Brad Passenger and LCEA Treasurer Gene O'Neil. Sundell spoke about the recent public education gains in the Oregon Legislature and encouraged contribution to People for the Improvement of Education, the OEA's political action committee, to ensure the ongoing support of education-friendly legislators. Passenger spoke about teamwork and its importance in light of LCEA being a "wall-to-wall" union where certified and classified employees are in the same bargaining unit. And O'Neil provided an update on the Classroom Safety Committee and encouraged ongoing vigilance to keep staff and students safe. Members who stayed for the duration of the meeting were each given LCEA lunch bags.
